Mexico at the crossroads, from rhetoric to an emancipatory practice

Abstract

The text shows the distance between the human rights narrative and the approach to equality and non-discrimination (transversal axis to differential approaches), and its concretion in the social programs of the Peña Nieto’s administration in Mexico. The research analyzed three operational rules of programs to vulnerable population, concluding that the rhetoric, thinking homogeneously to the population, individually addressing needs (combating poverty) and encouraging capacities (merits), differs from mainstreaming the differential perspective which specializes policies according to diversity, its relationship with poverty and other forms of domination; guarantees rights and emancipation.
